(VOVWORLD) - The 14th National Congress of the Communist Party of Vietnam is taking place at a time when opportunities and challenges Vietnam faces require renewed leadership thinking, decisive action, and a long-term vision. This is reflected in the Politburo’s issuance of 9 strategic resolutions to effectively implement the decisions of the 14th National Party Congress. The resolutions were promulgated before the Congress demonstrates the Party’s new, proactive approach.

Since late 2024, the Politburo has promulgated 9 strategic resolutions affecting key sectors. They are comprehensive, forward-looking policy documents that lay a foundation for Vietnam to realize its two centenary goals: to become a developing country with modern industry and upper-middle income by 2030, the Party’s 100th founding anniversary, and to become a developed, high-income country by 2045, the centenary of the nation’s founding.
Highest level of political resolve
The 9 resolutions will play a guiding role in shaping thinking, creating breakthrough momentum, and propelling Vietnam’s development in a new era. They underscore the Party’s unified leadership, the coordinated, creative engagement of the entire political system, and the substantive participation of people of all social strata.
Built on practical experience, theoretical research, and trend forecasting, the resolutions clearly identify major issues and key breakthroughs requiring focused attention.
Reflecting a comprehensive, targeted reform mindset across critical areas, they focus on rapid sustainable economic growth; institutional improvement; building a socialist rule-of-law state; science and technology development; digital transformation; education and training; healthcare; national defense and security; and international integration. Each resolution emphasizes breakthroughs, the removal of bottlenecks, and the mobilization of resources for development. The overarching spirit is a rapid shift from “issuing policies” to “results-based governing”.

At a national conference last May to disseminate and implement Resolution 66 on legislative renewal and law enforcement and Resolution 68 on private sector development, Party General Secretary To Lam said: “Looking to the future we’re clear that, to achieve rapid and sustainable development, Vietnam cannot follow old paths. We must dare to think big, act big, and carry out major reforms with the highest political determination and the most persistent efforts.”
Proactive implementation
The early adoption of these 9 strategic resolutions shows that the Party has made thorough preparations for implementing the outcomes of the 14th National Party Congress. The Party not only defines key objectives but also places strong emphasis on how to achieve them. As a result, the action-oriented spirit of the resolutions has spread across all levels and sectors, from provinces and ministries to wards, communes, villages, and households, turning aspirations into action, action into results, and results into renewed public confidence.
The 9 resolutions demonstrate forward-looking, path-opening thinking. Instead of waiting until after the Congress to issue thematic resolutions, the Party designed a policy framework and action roadmap for the new development phase, enabling swift, coordinated implementation as soon as the Congress ends, minimizing policy delays and avoiding confusion in implementation.
Nguyen Xuan Thang, President of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council, said: “What is truly new is that the viewpoints and ideas in the draft documents have already been deeply concretized, even before the Congress, through a system of solutions and policies designed to ensure that the set goals are fully realized.”
The issuance of the strategic resolutions ahead of the 14th Congress is clear evidence of the Party’s innovative thinking, proactive stance, and long-term vision, and a foundation for the effective implementation of the Congress’s strong political resolve to translate strategic orientations into concrete outcomes in the new period.
