(VOVWORLD) - The 14th National Congress of the Communist Party of Vietnam opened at the National Convention Center in Hanoi on Tuesday morning with the participation of nearly 1,600 delegates representing over 5.6 million Party members nationwide.

Attending the opening session were also former leaders of the Party, the State, and the Vietnam Fatherland Front; veteran revolutionaries; Vietnamese Heroic Mothers; intellectuals, artists, and religious dignitaries; representatives of the younger generation; as well as ambassadors and heads of representative offices of foreign countries and international organizations in Vietnam.
The theme of the Congress is “Under the glorious flag of the Party, fully harnessing unity and consensus to successfully achieve national development goals through 2030; with self-reliance, resilience, and confidence, advancing strongly into the era of national rise, for peace, independence, democracy, prosperity, affluence, civilization, and happiness, and steadfastly moving toward socialism.”
In his opening address, State President Luong Cuong affirmed that the Congress is a historic turning point as Vietnam moves toward the 100th anniversary of the founding of the Communist Party of Vietnam (February 3).
He said the Congress embodies the collective will, aspirations, and determination of the entire Party, people, and armed forces, marked by a spirit of strategic autonomy, self-reliance, and confidence as the nation enters a new era toward a peaceful, independent, democratic, prosperous, thriving, civilized, and happy Vietnam, steadily advancing toward socialism.
The Congress commended the unity and concerted efforts of the entire Party, people, and armed forces in overcoming difficulties and challenges to successfully fulfill the goals and tasks set by the 13th National Party Congress, particularly its breakthrough and transformative missions, he noted.
According to President Cuong, the 14th National Party Congress is taking place amid rapid, complex, and unpredictable global and regional developments, set against a backdrop of intensifying strategic competition among major powers. The Fourth Industrial Revolution, particularly the explosive growth of artificial intelligence, digital, quantum, and other emerging technologies, is profoundly reshaping all aspects of socio-economic life.
This context underscores the urgent need to establish new growth and development models, boost labor productivity and national competitiveness, and meet new demands in social governance, national defense, security, and foreign affairs, he said.

After 40 years of implementing the renewal policy, Vietnam has achieved major, comprehensive, and historically significant accomplishments. However, President Cuong noted that the country still faces many challenges. Economic growth remains below its potential and is not yet fully sustainable; labor productivity remains modest; competitiveness is limited; a segment of the population continues to face hardships; and climate change, natural disasters, epidemics, and cybersecurity threats pose complex challenges.
“The 14th National Party Congress carries a historic mission. It not only sets goals and directions for the 2026-2030 term, but also decides strategic issues that will shape the nation’s future for decades to come. The Congress will review the implementation of the Resolution of the 13th National Party Congress, take stock of 40 years of renewal, affirm key achievements, identify shortcomings and weaknesses along with their causes, and draw major lessons of enduring theoretical and practical value,” he said.
The Congress will deliberate on and adopt orientations, objectives, tasks, and strategic breakthroughs for the 2026-2030 period, with a vision to 2045, emphasizing revolutionary and breakthrough solutions to achieve rapid and sustainable national development and firmly safeguard the Homeland, according to President Cuong.
He stressed that members of the 14th Party Central Committee must be truly exemplary in revolutionary ethics, intellect, mettle, and leadership capacity, worthy of being leaders and faithful servants of the people.
Following the opening address by President Cuong, Party General Secretary To Lam presented a report on the documents submitted to the Congress.
