(VOVWORLD) - The EU has no other option but to talk to Afghanistan's Taliban rulers, and the EU will try to organise a diplomatic presence in Kabul, the top EU diplomat said on Tuesday.

EU foreign ministers have set conditions for re-establishing diplomatic and humanitarian relations with the Taliban, the force that has taken control of Afghanistan since August 15. One of the conditions is respecting women's rights.
On Tuesday, Amir Khan Muttaqi, the Taliban’s acting Foreign Minister, thanked the world for pledging hundreds of millions of dollars in emergency aid to Afghanistan, and said the Taliban will spend the donor money wisely and use it to alleviate poverty.
