He said cutting off water, electricity, and food to a mass of civilian people is against international law. Mr. Borrell said most European countries support aid to Palestine.

This stance was reiterated by Mr. Borrell at a later meeting between EU Foreign Affairs Ministers and Gulf countries in Muscat, Oman.

Borrell said: “We knew that the process of peace negotiation looks dim and desperate, it remains the only way to achieve the long-term solution that brings peace and security to both peoples. And the European Union still waits and believes that the way forward the two-state solutions difficult it may be because we could not imagine another one.”

In another development, the Foreign Ministries of Germany and France announced special flights to bring nationals home from Israel. France and Germany cancelled flights to Israel as soon as the fighting between Israel and Hamas broke out.
