The event supplemented the theoretical basis of socialism associated with socialist people characterized with Hai Phong city and put forth proposals for the city to lead in building and implementing the model in the national rising era.

The municipal Party Committee Secretary Le Tien Chau underscored the need to substantially innovate leadership methods to lead the city into a new era. “We must build a streamlined, efficient, and transparent government apparatus which is close to the people, understands and serves the people, and ensure that all policies are for people’s interests,” said Chau.

Hai Phong have greatly contributed to the national development with many policies in advance of the rest of the country. They are the policies in developing social housing and workers' housing; exempting tuition fees for students; and financing vocational training tuition fees for workers. By the end of this year, Hai Phong will have no more poor households.
