The plan is structured into four phases: a short-term period to 2035, a medium-term period to 2045, a long-term period to 2065, and a 100-year strategic vision.
Under the plan, by 2035 Hanoi is expected to fundamentally become a city of “Culture – Civilization – Modernity – Happiness”, serving as a leading center for the economy, education, healthcare, and innovation in the Asia-Pacific region.
By 2045, the capital aims to develop into a hub for global knowledge and technology, on par with the capitals of developed countries. By 2065 and beyond, Hanoi is envisioned as a global city with high quality life.

Following its approval, the plan will continue to be refined through the incorporation of feedback and contributions before being submitted for final approval and official announcement in accordance with regulations.
