IAEA sees Vietnam’s progress to restart Ninh Thuan nuclear power plant

(VOVWORLD) -Vietnam has made significant progress in restarting and accelerating the Ninh Thuan nuclear power plant project, as well as developing the necessary infrastructure, according to an assessment of the International Atomic Energy Agency (IAEA).

A working group led by Mr. Eric Mathet, Head of the IAEA's Nuclear Infrastructure Development Section worked with Vietnam’s Department of Radiation and Nuclear Safety at the Ministry of Science and Technology from December 1st to 11th, in Hanoi on an  Integrated Nuclear Infrastructure Review Mission.

The expert group noted that in 2025, Vietnam enacted the amended Atomic Energy Law and adopted specific mechanisms to facilitate the implementation of nuclear power projects. They pointed out two good practices from Vietnam that could serve as valuable lessons for other countries developing nuclear power.

First, the National Assembly's adoption of Resolution 189 demonstrates a strong political commitment to the nuclear power program, while establishing a specific mechanism to simplify investment procedures, expedite land clearance, expand capital mobilization and contractor selection capabilities, and enhance coordination among ministries, sectors, and localities. The IAEA considers this practice crucial for ensuring the program's progress and sustainability.

Second, Vietnam has effectively utilized its existing experience and environmental monitoring network to support the nuclear power project preparation. This practice is recommended by the IAEA because they help improve the quality of environmental assessments, increase transparency, and reduce project preparation time.

Vietnam is approaching its nuclear power program in a systematic manner, in line with international standards, and shows a commitment to responsible and effective implementation, according to IAEA conclusion.

The IAEA and Vietnam will jointly finalize the draft Integrated Nuclear Infrastructure Review report in the first quarter of 2026 and the IAEA will submit the official report to the Vietnamese Government in the second quarter of 2026, after completing the necessary procedures.
