(VOVWORLD) - The draft report to be submitted to the 14th National Party Congress identifies “a strong renewal of thinking in lawmaking and law enforcement” as one of the three key strategic breakthroughs underpinning Vietnam’s rapid and sustainable development in the coming period, said National Assembly Vice Chairman Do Van Chien in an interview with the Voice of Vietnam on Tuesday.

He noted that the Congress is of special significance as it will set the development path for Vietnam to become a high-income, developed nation by 2045.
Against this backdrop, renewing the mindset in lawmaking and legal improvement, removing bottlenecks, unlocking resources, and promoting development has become more urgent than ever.
He called for a shift from the mindset of “making laws to manage” to “making laws to facilitate development,” in line with the guidance of Party General Secretary To Lam. Lawmaking and enforcement, he stressed, require a true “revolution in thinking.”
This includes abandoning the approach of “prohibiting what cannot be managed” and instead building a transparent, stable legal framework that enables effective governance, encourages innovation, unleashes productive forces, and mobilizes all social resources.
The law, he said, must go one step ahead, providing a stable, long-term foundation for development while remaining flexible enough to meet new and emerging requirements.
