National ceremony marks 80 years of Vietnam’s first general election

(VOVWORLD) -General Secretary of the Central Committee of the Communist Party of Vietnam To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, and Chairman of the National Assembly Tran Thanh Man attended a national ceremony marking the 80th anniversary of Vietnam’s first general election in Hanoi  on Tuesday.

In his remarks, General Secretary Lam said the historical event of January 6, 1946, has become a glorious milestone, which marks the first leap forward in the development of the democratic institutions of the new Vietnamese State and affirms a great truth – State power belongs to the people.

Over 80 years of advancing with the nation and 15 terms of operation, the Vietnamese National Assembly has matured and grown stronger, affirming its role as the center of national political and legal life, and as a constitutional institution holding a key position in building and fine-tuning the socialist rule of law state of Vietnam.

“In constitutional and legislative matters, the National Assembly has promulgated five Constitutions, each closely linked to major turning points in the Vietnamese revolution. Each Constitution reflects the country's level of development and demonstrates a constantly evolving mindset in the organization and operation of state power. In particular, 15th legislature’s recent resolution amending and supplementing parts of the Constitution marked a new development in the history of constitutional development and constitutionally formalized a two-tier local administration model, streamlined the state apparatus and improved national governance efficiency to meet new development demands,” Mr. Lam said. 

The National Assembly's role in development institution facilitation is of particular importance in realizing the goals towards the 100th anniversary of the founding of the Party in 2030 and the 100th anniversary of the founding of the nation in 2045.

General Secretary Lam emphasized that without breakthroughs in institutions and laws, and without a National Assembly that is intelligent, decisive in action, and highly responsible, those lofty goals are unlikely to become a reality.

The Party leader outlined future tasks for the legislature, “Firstly, continue to build the National Assembly into a truly supreme body of state power, promote democracy, the rule of law, modernity, professionalism; and ensure openness, transparency, effectiveness, and efficiency in its organization and operation."

"Secondly, continue to vigorously innovate legislative thinking, towards facilitating and leading development. Promote strategic breakthroughs, create a new development ecosystem, focus on fine-tuning institutions for rapid and sustainable national development. Simultaneously, fundamental reforms are needed to improve the quality and effectiveness of legislative activities, ensuring national governance through the Constitution and laws, and meeting the requirements of international integration.”

As the 16th National Assembly election will be held in March 2026, General Secretary Lam said the Party and the people expect deputies to continue to be exemplary individuals in terms of intellect, willpower, morality, and spirit of serving the Fatherland and the people. Deputies must dare to think, dare to act, dare to take responsibility, place national interests above all else, and worthily continue the glorious 80-year tradition of the Vietnamese National Assembly, he added.
