In her article, Ms. Ngan wrote that January 6, 1946 marked a milestone in Vietnam’s history when the Vietnamese people were enabled to cast their ballot to directly elect competent people to the National Assembly to shoulder national affairs. The Vietnamese people have empowered the National Assembly to issue the Constitutions and formulate entities of a people democratic State. The success of the General Election marked the birth of the National Assembly of the Democratic Republic of Vietnam, now Socialist Republic of Vietnam. The election confirmed that the Democratic Republic State of Vietnam was elected by people democratically and legitimately.

The top legislator stressed that since the first session of the National Assembly, the spirit of democracy, solidarity, and responsibility for the people’s interests has prevailed in the Assembly’s activities. Throughout 14 Assembly tenures, 5 Constitutions and hundreds of codes, laws, and ordinances were promulgated, creating legal foundation for the socialist democracy, building a socialist State of Vietnam governed by law, protecting human rights and legitimate rights of citizens, and contributing to the comprehensive national reform and international integration.

In 2018, the 3rd year of the 14th National Assembly, there are many tasks to be accomplished. This requires the Assembly to continue upholding its spirit of reform, creativity, and action. Chairwoman Ngan pointed out that the Assembly need to improve the quality of legislative activities to complete a program on law building in 2018 with a focus on institutionalizing the 2013 Constitution and the Party’s resolutions. She emphasized the need to fine-tune the law system on a socialist-market economy mechanism, ensure defense, security, social order and safety, protect human rights and citizens’ fundamental rights and obligations, prevent law violation, corruption, and waste, meet the requirements of national sustainable development, and serve the people’s interests.

This year, there will be many bilateral and multilateral parliamentary activities, including the 26th Asia-Pacific Parliamentary Forum (APPF-26) to be held in Vietnam.
