At a meeting with voters from 11 wards in Hanoi, General Secretary Lam said that the process of soliciting feedback on the Congress’s draft documents has been conducted seriously, effectively, and substantively. In about a month, more than 13 million opinions from over 5 million voters have been submitted – an unprecedented number. In the near future, the Party Central Committee will review and finalize the draft documents to be submitted to the Congress.

The Party leader emphasized the country’s three major tasks. First, maintaining political stability, ensuring independence, sovereignty, territorial integrity, and preserving a peaceful environment, which he said is a vital task throughout all periods.

Second, the country must develop rapidly and sustainably. Vietnam cannot lag behind the rest of the world, General Secretary Lam stressed the need to proactively integrate, keep pace with the times, and make positive contributions to the global economy and human civilization.

Third, people’s lives must be continuously improved, he said, adding all policies, strategies, and development achievements ultimately aim towards the happiness, health, and ever-improving lives of the people.

Regarding Hanoi’s socio-economic development, the General Secretary said growth must be linked to innovation and Hanoi maintains its position as the national center of science, technology, and innovation. Many policies need to be piloted in the capital to then be replicated nationwide.

The Party leader applauded the city's efforts in fine-tuning its administrative apparatus, implementing a two-tiered local government model, and enhancing the efficiency of services for the people. In addition, many long-standing issues have been addressed, with projects that had been stalled for 7-8 years now being resolved quickly.

“I highly commend the city's policies to develop a green public transportation system. It must be done with a strict roadmap, controlling emissions and taking serious action. This is a very urgent requirement and a fervent hope of the people. The police must investigate and prosecute those who collude with factories and stations that provide inaccurate pollution readings,” he said.

In administrative reform, 80% of administrative procedures are now handled digitally, while 20% still face difficulties, but the city is striving to improve it. The goal is to build a coordinated and transparent data system to better serve social governance and citizens.

On Monday afternoon, Party General Secretary To Lam met with voters in Kien Xuong, Le Loi, and Quang Lich communes to inform them of the main results of the 10th session of the 15th National Assembly and to answer questions from local voters. The Party leader also presented 30 computer sets to the three communes. He visited and presented gifts to the family of Nguyen Trong Hieu, a war invalid who rendered meritorious service to the nation, in Quang Trung Hamlet, Kien Xuong Commune.
