IAEA says Vietnam making progress on Ninh Thuan nuclear plan

(VOVWORLD) - Vietnam has made significant progress in its efforts to restart and accelerate the Ninh Thuan nuclear power plant project and develop the required infrastructure, said the International Atomic Energy Agency (IAEA) after an 11-day Integrated Nuclear Infrastructure Review Mission concluded on Thursday.

The IAEA expert group said Vietnam in 2025 enacted an amended Atomic Energy Law and adopted mechanisms to support the implementation of nuclear power projects. The team identified two practices in Vietnam that could offer lessons for other countries developing nuclear power.

They said the National Assembly’s adoption of Resolution 189 showed strong political commitment to the nuclear power program. The resolution sets out a mechanism to streamline investment procedures, speed up land clearance, expand capital mobilisation and contractor selection options, and improve coordination among ministries, sectors, and localities. The IAEA said this is important for ensuring progress and sustainability.

The group also noted that Vietnam has made effective use of its prior experience and its environmental monitoring network to support project preparation. The IAEA said this improves environmental assessments, increases transparency, and shortens preparation time.

Vietnam is pursuing its nuclear power program in a systematic way, in line with international standards, and is committed to responsible and effective implementation, the agency said.

The IAEA and Vietnam will complete a draft review report in the first quarter of 2026, and the agency will submit the report to the Vietnamese government in the second quarter after completing required procedures.
