This is a continuation of Ho Chi Minh’s thought and the revolutionary tradition of the Communist Party of Vietnam, as well as a response to the requirements of modern and sustainable development in the new context.

Vietnam views development not merely as growth in GDP, but as the improvement of the Human Development Index (HDI), the protection of human rights and citizens’ rights, a safe and healthy living environment, and equitable access to fundamental services such as education, healthcare, housing, and culture.
