According to the General Secretary, in the system of draft documents submitted to the Congress, the draft Political Report integrates three reports (Political Report, Socio-Economic Report, and Report summarizing Party building work) into a unified, comprehensive, focused, concise, easy-to-understand, easy-to-remember, and easy-to-implement whole. The Action Program for implementing the Resolution of the 14th Congress is a "breakthrough" compared to previous congresses, clearly specifying the "subjects, roadmap, resources, and goals" for implementing the Resolution of the 14th Congress.
In particular, the Document sets forth the requirement for action: words must match deeds; clearly define goals, tasks, and solutions; link responsibility with results; link breakthroughs with sustainability; and link discipline in implementation with the satisfaction of the people.
Emphasizing that the drafting of the document was done with a spirit of openness, science, and action, General Secretary Lam outlined five core points. First and foremost, we must be absolutely loyal to the Party's guidelines and platform, creatively applying and developing Marxism-Leninism and Ho Chi Minh Thought; inheriting and promoting the thousand-year-old cultural traditions of the nation, and the achievements and wisdom of the entire Party, people, and army on the path of building and developing the country and protecting the socialist Vietnamese Fatherland.
"This Document was developed based on the principle of adhering closely to reality, respecting objective laws, embodying collective wisdom, and truthfully reflecting the wishes and aspirations of the people. Every assessment, every goal, and every solution has been carefully researched and refined, stemming from practical experience; effectiveness and feasibility are considered important criteria. The Document clearly demonstrates a strong shift in thinking about development, identifying science, technology, innovation, and digital transformation as the central driving force; modern institutions and high-quality human resources as the foundation; green, sustainable, and efficient development; a circular economy and adaptation to climate change as mandatory requirements; and efficient resource utilization and labor productivity as measures of growth quality."
According to Party General Secretary To Lam, Vietnam's overall development goals for the 2026-2030 period are to maintain a peaceful and stable environment; achieve rapid and sustainable national development; comprehensively improve and enhance the people's lives; achieve strategic autonomy, self-reliance, self-confidence, and strong progress in the new era of the nation; successfully achieve the goal of becoming a developing country with modern industry and upper middle income by 2030; and realize the vision of becoming a developed country with high income by 2045, a peaceful, independent, democratic, prosperous, civilized, and happy socialist Vietnam.
"The goal is to achieve an average annual GDP growth rate of 10% or higher for the period 2026-2030; and a per capita GDP of approximately 8,500 USD by 2030. Vietnam will establish a new growth model based on a knowledge-based economy, digital economy, green economy, and circular economy. The roles of all economic sectors will be fully utilized: the state-owned economy will play a leading role in macroeconomic stability, major balances, strategic orientation, and leadership. The private economy is a most important driving force of the economy; creating a favorable business environment, ensuring property rights and freedom of business; encouraging domestic enterprises to grow and become internationally competitive; bringing knowledge and technology into production and business.”
The General Secretary stated that to realize development goals, the Political Report identified 12 major orientations; 6 key tasks and 3 strategic breakthroughs. The action program has concretized tasks that can be implemented immediately. The core spirit is condensed in 8 important contents, clearly demonstrating the requirement: Correct selection - quick implementation - thorough accomplishment - result measurement.
According to the General Secretary, the three strategic breakthroughs identified at the 13th National Party Congress are significant for the entire period 2021-2030. However, entering the 14th National Party Congress term, the requirement is to act decisively, quickly, and thoroughly, because these are the decisive levers for the country's breakthroughs. These include breakthroughs in institutions and implementation; breakthroughs in human resources, especially high-quality human resources linked to science, technology, and innovation; and breakthroughs in synchronous and modern infrastructure, prioritizing strategic transportation infrastructure, energy infrastructure, urban infrastructure, telecommunications infrastructure, and especially digital and data infrastructure.
"These three breakthroughs are organically related. Institutions pave the way; human resources determine speed and quality; infrastructure creates space and momentum. If we do it synchronously, we will create new momentum and a new advantage; if we do it half-heartedly, we will lose opportunities."
The Party leader emphasized that Vietnam is entering a new stage of development with the glorious traditions of the nation, the achievements of 96 years under the leadership of the Party, 40 years of reform with valuable lessons, the strength of national unity, and the people's support.
"We have every reason to believe: With high ideological unity; decisive action; strict discipline; and with the people truly at the center, we will certainly turn aspirations into reality; leading the country forward strongly and steadily in the era of national rise, advancing towards socialism. Under the glorious flag of the Party, let us unite our efforts, maintain our faith, uphold our responsibilities, unleash our intellect, and ignite our aspirations; to make sure that each year, each month, and each day following the Congress yields concrete results and substantial changes; so that the people see, believe, support, accompany, and benefit from them.”
According to General Secretary To Lam, the 14th National Party Congress is a Congress of faith and aspirations, of breakthroughs and action, of discipline and creativity, of unity and development. The Congress is taking place as the "historical clock" is ticking down crucial moments before 2030, when the Party celebrates its 100th anniversary of birth, struggle, growth, and development.
"Never before has the aspiration for a democratic, prosperous, civilized, and happy Vietnam been closer to us than today; but never before have we faced so many challenges, so many demanding requirements, and so much competitive pressure as we do now. Inheriting the glorious tradition under the glorious flag of the Party; with the unity and joint efforts of the entire Party, the entire people, and the entire army, with the self-reliance, self-strength, and aspiration for progress of the nation, with the strategic vision and groundbreaking policies outlined in the documents presented to the 14th National Congress, we will certainly create a strong and substantive transformation, leading the country to breakthrough development."
At the opening session, the secretariat serving the 14th National Party Congress announced that as of January 19, 2026, the Congress had received 559 congratulatory letters and telegrams from political parties, international and regional organizations, individuals, people's organizations, and Vietnamese associations abroad. This is a vivid manifestation of the closer and friendly cooperative relationship between our Party and international political parties, organizations, and friends.
