Vietnam passes landmark Digital Transformation Law

(VOVWORLD) -The National Assembly on Thursday approved the Digital Transformation Law seen as a crucial step for Vietnam’s digital economy.

By a vote of 433-40, the new law establishes a legal foundation for digital activities and creates a “soft infrastructure” that will shape national competitiveness in the years ahead.

Minister of Science and Technology Nguyen Manh Hung said: “For the first time, the core concepts of digital transformation — digital infrastructure, data, environment, government, economy, and the digital society — are formally defined in law. The law codifies the national digital transformation program, the national digital architecture framework, the data governance framework, the digital competency framework, and the index used to measure digital transformation.”

The law addresses one of Vietnam’s biggest obstacles – the absence of a clear legal basis for managing data, a strategic asset in today's economy. Its provisions on data ownership, privacy, and cybersecurity are expected to reinforce public and business confidence and support emerging economic models.
