The average reform index for departments reached 92.2%, up 5.65% from 2024. At the commune and ward level, the index also remained high.

Chairman of the Hanoi People’s Committee Vu Dai Thang urged local leaders to consider administrative reform a key annual task and to focus on core solutions.

Mr. Thang said: "Agencies must prioritize substantive reforms, with particular emphasis on institutional reform and administrative procedure simplification. Efforts should continue to streamline the organizational apparatus, enhance the capacity of officials and civil servants, and modernize the public service system with performance-based evaluation. We need to strengthen digital transformation toward building e-government, with clearly defined outputs, targets, and timelines for all assigned tasks."
