According to the Ministry’s Multilateral Trade Policy Department, the quality of FTA implementation across localities has continued to improve. Under the 2025 rankings, five localities were rated “Good,” 13 “Fairly Good,” 10 “Above Average,” and five “Average.” No locality was classified as “Weak.”
The proportion of enterprises receiving regular or very frequent guidance on rules of origin and preferential tariff schedules increased nearly 16%. In addition, dialogue between authorities and businesses, as well as the responsiveness of local authorities to business feedback, showed notable improvement.
Efforts to enhance enterprise competitiveness have also become more targeted, with support programs focusing on practical measures that help businesses make more effective use of opportunities provided under free trade agreements.
