The forum was attended by ambassadors and diplomatic representatives from 15 countries, including the Netherlands, Belarus, Azerbaijan, Kazakhstan, Türkiye, Thailand, Egypt, Mongolia, Palestine and the United Arab Emirates.
Speaking at the opening, Professor Dr. Mac Quoc Anh, Vice Chairman and Secretary-General of the Hanoi Association of Small and Medium Enterprises, said the forum continues discussions from its previous editions which focused on artificial intelligence, e-commerce, and digital tools while also examining capital, investment, mergers and acquisitions, and supply-chain development.
Mr. Anh said the effective use of human resources should be measured through productivity, added value, product quality, and competitiveness. Businesses therefore need to identify skills gaps and improve workforce organization, rather than focusing solely on recruitment and training.
CEF III also examines human resources in relation to technology, capital, governance, production, markets, and participation in global value chains.
The forum also saw the launch of the CEF High-Level Expert Council, chaired by Associate Professor, Dr. Tran Dinh Thien, former director of the Vietnam Institute of Economics.
