The announcement said all opinions of Cubans inside and outside the country are examined to ensure a “democratic consultation process with the participation of people.” 4,000 will be involved in processing public comments.

On August 3, post offices nationwide began selling the 32-page draft constitution, as a prelude of the public consultation from August 13 to November 15. The National Assembly will hold a public poll on February 24, 2019, and vote on the new draft constitution at a session afterwards.
