Presenting a report on 2026 socio-economic development performance and plan for 2027, the Prime Minister highlighted this year’s achievements, citing high growth coupled with macroeconomic stability, inflation control, major balances, and growth drivers, which he said are paving the way renewing development models.

GDP expanded 9.95% in the third quarter and 9.01% in 9 months, which is among the highest in the region and the world, according to Prime Minister Hung. The nine-month average Consumer Price Index (CPI) increased just 4.52%. Vietnam was able to ensure supply and keeping petrol prices low compared to the region. For the first time, the stock market was upgraded; Moody's raised Vietnam's sovereign credit outlook from "Stable" to "Positive". Import-export for the whole year is forecast to total 1.11 trillion USD, topping the 1 trillion USD mark for the first time.

The Prime Minister reported said that the legal system continues to be improved, focusing on removing bottlenecks and clearing resources, enabling development institutions.

"The Government has been submitting to the National Assembly major laws and resolutions that incorporate breakthrough mechanisms and policies to support production and business activities. They include tax exemptions and reductions, adjustments to tax thresholds, and superior mechanisms for mobilizing resources for specific regions and growth poles."

"There’s a shift from support to the robust development of enterprises, particularly private businesses, while unlocking land resources and developing of social housing and rental housing. The Government is thoroughly and effectively resolving persistent issues, especially land, energy, and healthcare projects."

Tasks and solutions to drive growth and maintain macroeconomic stability were outlined. Prime Minister Hung emphasized strategic infrastructure, especially key and inter-regional projects. Additionally, in 2027, Vietnam is set to promote economic and technological diplomacy.

"Effectively implement Resolutions 06 and 59 on foreign affairs and international integration in the new context. Stay unwavering in a foreign policy of independence, self-reliance, resilience, multilateralization, and diversification. Closely monitor the international situation; maintain strategic initiative; and ensure that the country is never caught off guard or in a passive position under any circumstances," Mr. Hung said.

"Strengthen bilateral relations, elevate multilateral diplomacy, and actively engage in addressing common regional and global issues. Thoroughly prepare and successfully organize of the APEC 2027 year, thereby promoting the nation’s image and enhancing its standing globally."

Because the tasks from now to the end of 2026 and throughout 2027 are highly demanding and significant, the Prime Minister urged joint forces and more unified, aggressive actions to achieve the set goals.
