The amendments also aim to enhance state management and ensure that adoption procedures are transparent, accessible, legally compliant, and aligned with international treaties.

Deputy Cilil Bri of Lam Dong delegation said, "I propose adding a principle requiring that counseling, explanations, and the solicitation of opinions be conducted using a language and method that the individual can understand. It must be tailored to the child’s age and level of maturity with linguistic and psychological support provided when necessary. This is a core requirement for truly voluntary consent."

Lawmakers also called for the refinement of mechanisms to protect children before, during, and after the adoption process.

Deputy Le Thi Ngoc Linh of Ca Mau delegation remarked, "It is essential to clearly define the primary point of contact for receiving information, as well as the coordination responsibilities among state management authorities for adoption, Vietnamese diplomatic missions abroad, and foreign adoption organizations. At the same time, it stipulates—or delegates the authority to specify—the timeframes for notification, responsibilities for providing a response, the monitoring of resolution outcomes, and the provision of support to protect children when necessary.”
