Hungary has 24 hours to make a final decision. Cyprus, which holds the bloc’s rotating presidency, said the 27 ambassadors had agreed to final approval of the loan, with formal signoff by Thursday afternoon.
Hungary said it is awaiting oil deliveries via the Druzhba pipeline after Ukraine announced it had finished repairing the pipeline for oil transit from Russia to Europe. Both Hungary and Slovakia said Ukraine has resumed pumping Russian oil through the pipeline to them, with the first delivery of crude expected to arrive no later than Thursday.
