In a letter to EU foreign policy chief Kaja Kallas and Irish Foreign Minister Helen McEntee, the four countries urged the European Commission to task technical experts with examining new options for using the frozen assets.

The issue is expected to be discussed at an EU foreign ministers’ meeting in Ireland next week.

The call comes after the EU agreed on a 90-billion-euro or 104.8 billion USD loan package for Ukraine for 2026 and 2027.

The four countries said the funding may not fully cover Kyiv’s needs as the cost of the conflict continues to rise. They said the EU should prepare more stable sources of financing for Ukraine in the longer term.
