Dr. Hung, who is Vice President of the Ho Chi Minh National Academy of Politics and Vice Chairman of the Central Theoretical Council, addressed the 2026 Annual International Forum on Public Governance, organized by the Ho Chi Minh National Academy of Politics.

“Climate change requires coordinated efforts to cut emissions, strengthen resilience, and protect livelihoods. Artificial intelligence calls for cooperation on safety, ethics, and the fair sharing of benefits. Population ageing demands long-term planning for healthcare, social protection, employment, and lifelong learning. Meeting these challenges requires stronger collective action among governments,” said Hung.

Dr. Hung said Vietnam is undertaking organizational reforms, operating a two-tier local government model, advancing decentralization and delegation of authority, and accelerating digital transformation. He stressed the need to strengthen cooperation among the State, the market, and society, promote shared responsibility, and work collectively toward the country’s development goals.

The Forum brought together more than 500 delegates, including ambassadors, representatives of diplomatic missions and international organizations, as well as experts, scholars, and authors from over 20 countries and territories.
