Resolution No.27 dated August 28, 2026, states that after more than three years of implementing the 13th-tenure Politburo resolutions on socio-economic development and national defense and security across the six socio-economic regions, awareness of the role and importance of regional development has been heightened. Regional linkages have been strengthened; and the potentials and advantages of localities and the regions themselves have been progressively and effectively leveraged.
To effectively capitalize on the new development spaces of localities and regions following the reorganization of administrative units and amid the implementation of a two-tier local government model, the Politburo requires Party committees, Party organizations, and authorities at all levels to vigorously innovate development and growth models; to create, lead, unlock, and activate all resources.
The Resolution stresses the need to prioritize internal resources—viewing them as fundamental, strategic, long-term, and decisive—while effectively combining them with external resources to ensure rapid, sustainable development and build an independent, self-reliant economy.
The new Resolution mandates the reorganization of national development space in a unified manner, based on clearly defining the role, position, function, advantages, identity, and development mission of each region within the overall framework of the country's sustainable development.
It calls for promoting linkages, complementarity, and spillover effects among regions, growth poles, economic corridors, urban clusters, and economic centers. It’s essential to effectively harness new development spaces within ecological limits and in alignment with environmental carrying capacity, while overcoming parochial mindsets and patterns of sprawling, redundant development.
Resolution No. 27 outlines the goal that by 2045, regions will develop and operate based on digital, green, data-driven, and circular economic models; possess synchronized, smart, green, safe, resilient, and seamlessly connected infrastructure; and rely on science, technology, innovation, and digital transformation as primary drivers of growth and development.
Furthermore, the Resolution envisions close linkages among localities within regions and between regions themselves; a society characterized by discipline, safety, civilization, harmony, and progress; social governance based on a comprehensive digital society platform; a sustainable ecological environment; and modern, autonomous, self-reliant, and robust national defense and security.
Citizens will enjoy high-quality social services, contributing to the goal of building Vietnam into a developed, high-income nation that steadily advances toward socialism, according to the newly issued Resolution.
