Presenting the proposal, Minister of Finance Ngo Van Tuan said the new program would consolidate the four existing national target programs covering culture; education and training; new-style rural development, sustainable poverty reduction, and ethnic minority and mountainous area development; and healthcare, population, and development.
The integrated program is structured around seven key task groups, with total funding for the 2026-2030 period estimated at approximately 31 billion USD.
National Assembly Chairman Tran Thanh Man emphasized that the policy of consolidating the four programs had been carefully considered by the Politburo to address fragmented management structures and improve the efficiency of public spending and budget administration.
“It is essential to establish a digital monitoring database that applies risk management and real-time supervision instead of relying on periodic paper-based reporting. Disbursement results, levels of target achievement, and key output indicators should be continuously updated so that funding can be promptly reallocated from slow-performing localities to those delivering better results,” he said.
