The committee agreed with the draft’s scope, which builds on and consolidates the provisions of two existing legal documents. It also asked the Government to continue reviewing the draft to incorporate Vietnam’s international obligations into domestic law, including relevant provisions of international treaties to which Vietnam is a party.
National Assembly Vice President Nguyen Khac Dinh said: “This is a challenging piece of legislation, as it combines and comprehensively revises two existing laws while introducing many new provisions and incorporating numerous international treaty obligations. There are certain common features and also specific characteristics. Therefore, the code should include common provisions where appropriate, while establishing specific rules for maritime activities and inland waterways, with effective links between the two.”
The NA Standing Committee also reviewed draft amendments to the Law on Measurement and the Competition Law.
