The bill introduces new provisions aimed at fulfilling Vietnam’s obligations under international treaties, UN Security Council resolutions, and relevant international standards.
“The promulgation of this law is an urgent requirement to institutionalize the Party’s guidelines on safeguarding the nation early and from afar, before risks emerge. It will help ensure national defense and security, promote science and technology, foster innovation, support proactive and active international integration, and further strengthen Vietnam’s law-governed socialist state,” said Deputy Prime Minister and Defense Minister General Phan Van Giang.
General Giang said the law will also contribute to building a coherent and unified legal system capable of preventing and responding to both traditional and non-traditional security threats in the new context, while ensuring Vietnam fully honors its international commitments and obligations related to preventing WMD proliferation.
Deputy Trinh Xuan An of Dong Nai Province said the draft law reflects Vietnam’s proactive approach to addressing emerging security challenges.
“Vietnam has been active and proactive in fulfilling its commitments on preventing WMD proliferation. Our approach is consistent with international practice, which places a strong emphasis on risk management,” said An.
