Mr. Man, who is also Head of the Steering Committee for the Comprehensive Review of the System of Legal Normative Documents, chaired the Committee's second meeting on Wednesday in Hanoi.
The top legislator noted that the report must not just list problematic documents but must clearly define the direction, tasks, solutions, and roadmaps for institutional refinement of all ministries, sectors, and localities. The quality of the report serves as a measure of the competence and sense of responsibility of the leaders, he added.
“The purpose of this comprehensive review is not merely to tally legal documents, but to assess the quality of the national institutional framework, directly supporting the restructuring and refinement of the legal system and creating new avenues for development. This review must be viewed as a direct continuation of the ongoing reform in law-making and enforcement. Decisions made by the National Assembly must be executed in a seamless and well-coordinated manner,” Mr. Man said.
The National Assembly President emphasized that the ultimate goal is to create a legal system that is streamlined, substantive, and easy to navigate, understand, and implement—one with fewer administrative layers, reduced procedures, and lower compliance costs. Laws must not only be legally sound but also of high quality, feasible, and conducive to development, he said.
