He was speaking at a conference in Hanoi on Friday to prepare for the National Assembly’s year-end session, which is scheduled to open on Monday.

NA President Man said the session would have a heavy workload, with numerous important issues requiring consideration.

The legislature is expected to consider 57 items or groups of issues, including 39 laws and four resolutions for adoption, four draft laws for discussion, and 10 groups of issues related to socio-economic development and the State budget, as well as supervisory activities and other important matters.

Given the heavy workload and limited time, he called for urgency without complacency, decisive action without oversimplification, and innovation without compromising quality.

The top legislator stressed that the session’s success should not be measured by the number of laws passed, but by whether its decisions remove bottlenecks and unlock resources. Amending laws must not substitute for the responsibility to enforce them, but outdated regulations must not be allowed to continue obstructing development, he said.
