They will also hold first-round discussions on 7 draft laws and deliberate on 7 issues of national importance.

National Assembly Chairman Tran Thanh Man stressed the need for continued innovation in legislative thinking.

“National Assembly agencies and every deputy must continue to fundamentally renew their approach to lawmaking, ensure that legal policies are closely aligned with reality, pave the way for development, and place people and businesses at the center, he said.

“Legislative performance must be measured by the quality and effectiveness of legal implementation. Every draft law and resolution must be prepared thoroughly and responsibly from the drafting stage, with comprehensive impact assessments and contributions from experts, scientists, businesses, and all affected stakeholders.”

Key issues to be considered during the session include the investment policy for Ring Road No. 5 in the Hanoi Capital Region; adjustments to the investment policy for the Lao Cai-Hanoi-Hai Phong railway project; establishment of the centrally run cities of Quang Ninh and Bac Ninh; the Ninh Thuan nuclear power project; the integration of 4 national target programs into a single program; and personnel matters.

The session is being held in person in Hanoi and will be divided into two phases – August 3-13 and August 19-24.
