Delivering the opening remarks, Mr. Lam said the meeting takes place as Vietnam is striving to complete the 2026 socio-economic development tasks and preparing plans for 2027 and beyond.
He called for a stronger Party capacity for self-renewal, self-rectification, and steering development. New resolutions, he said, must address the root causes of problems and clearly assign responsibility, including to central leadership and advisory bodies.
"New resolutions must closely combine Party building with Party rectification and education, prevention with strict punishment. Mechanisms must be established to enable Party organizations and individual Party members to identify and correct their own shortcomings. Building a truly ethical and civilized Party must be reflected in integrity, impartiality, respect for the truth, protection of what is right, and accountability to the people," said Mr. Lam
"Party building must genuinely rely on the people. Public trust must be strengthened by listening to and addressing people's views, protecting their legitimate interests, and correcting shortcomings among officials and Party members. The role of the Vietnam Fatherland Front and socio-political organizations should be promoted, ensuring that the people can contribute to policy making, monitor implementation, and benefit from the results. This is the foundation for strengthening national unity and consolidating the nation's collective strength," he added.
Renewing leadership and governance methods must ensure a unified orientation, clear delineation of responsibilities, and the full promotion of authority and proactiveness of each Party committee, organization, agency, and unit, Party leader and President Lam noted.
He said the results of development efforts are the measure of policy effectiveness, the quality of personnel work, and policy implementation. Mr. Lam said these priorities all serve one goal: building a Party and political system capable of leading and implementing development goals, while encouraging the participation and creativity of the entire population.
