In his opening remarks, Party General Secretary and State President To Lam said the 14th National Party Congress had set out strategic directions, goals and major orientations, while the second plenum of the 14th Party Central Committee laid the foundation for the organization and operation of the new-term Party apparatus.
He stressed that the ongoing third plenum must translate those orientations into concrete decisions capable of removing bottlenecks, unlocking resources, and creating new momentum for development.
The meeting, which will run through Friday, will discuss 13 key issues aimed at strengthening leadership, governance, implementation capacity, and national development and defense in the new period.
“The decisions adopted at this meeting should deliver four strategic shifts: enhancing the leadership, governance capacity and operational efficiency of the Party and State apparatus; establishing unified governance of development space and national resources; advancing a development model driven by productivity, knowledge, technology and people; and strengthening prevention, resilience, adaptability and national security,” said Party leader and President Lam.
