The event was also held to present State decorations and Party membership badges on the occasion of the 81st anniversary of the August Revolution and National Day (September 2).
Mr. Lam stressed the need to uphold and strengthen the Party’s comprehensive leadership, remain steadfast in the goals of national independence and socialism, and continuously improve the Party’s governing capacity and combat strength. He emphasized that unity and solidarity must be built on Party principles, the Party Charter, national interests, and responsibility to the people.
“The administrative apparatus after restructuring must become truly streamlined, strong, efficient, effective, and productive. The measure of success is not merely a reduction in the number of agencies, but whether decisions are made more quickly, coordination is smoother, resources are used more effectively, and people and businesses are served more conveniently,” he said.
Decentralization and delegation of authority must go hand in hand with resources, capacity, accountability, and power control, Mr. Lam noted, adding that every task must have clear objectives, responsibilities, deadlines, resources, and expected outcomes.
“We must vigorously renew the development model, relying more on productivity, knowledge, science and technology, innovation, digital transformation, and the quality of human resources.”
The Party leader and President noted that rapid development must be coupled with sustainability, and that high economic growth should be linked to greater self-reliance, resilience, technological mastery, and a stronger position in global value chains. He stressed that the people must remain at the center, as the beneficiaries, the driving force, and the ultimate purpose of all policies.
“The revolutionary cause of the Party and the nation is a continuous journey. Each generation has different responsibilities, but all share the common mission of serving the country and the people. History does not require future generations to repeat the methods of their predecessors, but it does require every generation to remain loyal to the Party’s ideals and goals, inherit valuable achievements, and possess the courage to innovate in order to meet the demands of its own era,” he said.
At the event, Mr. Lam presented the Ho Chi Minh Order to former State President Luong Cuong, former Prime Minister Pham Minh Chinh, and several former Politburo members.
