On July 24, 2026, the National Assembly Chairman signed and promulgated Ordinance No. 5, amending and supplementing a number of articles of the Ordinance on Preferential Treatment for People with Meritorious Contributions to the Revolution.
“The Ordinance has fine-tuned regulations on recognizing martyrs for wounded soldiers and those receiving benefits similar to wounded soldiers upon their death. Wounded soldiers with a disability rate of 81% or higher will be immediately recognized as martyrs upon their death, without any further procedures. Wounded soldiers with a disability rate of 61% to under 81% will be recognized as martyrs upon their death if the competent authority determines that the death was due to the injuries sustained."
"There are additional allowances and health insurance for caregivers of veteran revolutionary cadres and pre-revolution cadres have been added," Vice Chairwoman Thanh added.
