He said Vietnam is determined to seize opportunities amid global economic and geopolitical uncertainty, and that increasing global volatility requires countries to strengthen their domestic capabilities, enhance their autonomy, and expand international cooperation.
The Prime Minister said: “We believe that autonomy does not mean isolation, but strengthening our capacity to make independent decisions and expanding our development opportunities through effective international integration. Vietnam will continue to diversify its markets, partners, sources of capital, technology, and energy,, and supply chains."
"We will make effective use of existing free trade agreements, maintain balanced, stable, mutually beneficial relations with partners, and participate actively in multilateral mechanisms. A diversified network of external relations will help Vietnam spread risks, mobilize external resources, maintain channels of cooperation amid international volatility, strengthen its resilience, and enhance its position on the global stage,” said the Prime Minister.
Prime Minister Hung said Vietnam is seeking to strengthen its position within the global economic architecture and adapt to evolving development trends.
He said: “First, Vietnam aspires to become a hub for digital technology, a regional and global hub for clean, green energy, and a center for green agricultural production. Those are the first areas in which we want to establish Vietnam’s economic position. Second, we want to become an important and reliable link in regional and global supply chains, value chains, and emerging growth centers. Third, Vietnam aims to make a significant contribution to regional and global growth through modern governance institutions, enhanced competitiveness, and a highly skilled workforce.”
In his opening remarks at a recent high-level plenary session, the Prime Minister said Vietnam seeks to convey a clear message through the Autumn Economic Forum 2026 that Vietnam is ready to cooperate and share for mutual development, embrace innovation to create value together, and take action toward a peaceful, stable, prosperous, and sustainable future.
Promoting a spirit of cooperation in the new era, Vietnam hopes its international partners will not only invest in Vietnam, but also invest with Vietnam, not only manufacture products in Vietnam, but also collaborate with Vietnam in research, development, innovation, and building value chains capable of competing globally.
