Voters called on the Government to issue comprehensive regulations and guidance for implementing the Urban Development Law, allowing Hai Phong to adopt policies suited to its specific conditions.
Prime Minister Hung said: “Major cities such as Hai Phong and key economic zones should review the law and propose truly breakthrough mechanisms and policies. They should focus on mobilizing maximum resources for transport infrastructure, port networks, trade and tourism, while paying greater attention to cultural preservation. Specific and clear proposals should be submitted to the Government for consideration as it finalizes decrees guiding the law’s implementation.”
The Prime Minister also asked Hai Phong to focus on high-tech industries, electronics, automobiles, machinery, metals and shipbuilding; expand modern trade and tourism; promote all economic sectors; and strive to disburse 100 percent of its 2026 public investment plan to achieve its set growth target of 13% this year.
