The prime minister spoke at a conference unveiling Hung Yen’s development plan for 2021 through 2030, with a vision to 2050. The plan marks a milestone in the province’s post-merger planning, setting priorities for industry, urban development, transportation, logistics, and the maritime economy.

Mr. Hung called for the province to become a modern industrial and service hub, with green, smart urban development. He said it must also strengthen ties with neighboring localities and become more closely integrated into production, supply, and logistics chains and regional urban networks.

Hung Yen must also reshape its growth model, shifting from administrative control toward public service and support for businesses, and from reliance on capital and land toward science, technology, innovation, digital transformation, and a highly skilled workforce, Prime Minister Hung said.

“Implement the master plan with an integrated, unified mindset and a long-term vision, establish a unified development space for the province following its consolidation. Urgently translate the plan into specific programs, schemes, and projects, while clearly defining priorities, roadmaps, and resource allocation. Integrate and interconnect development zones, clearly define the roles and functions of each area, center, and economic corridor. Enhance transparency and the digitization of planning data. Planning must stay one step ahead, paving the way for and driving development.”

The prime minister also urged Hung Yen to attract targeted foreign investment, expand its logistics sector, tap the potential of the marine economy, and shift from traditional agricultural production toward an environmentally sustainable agricultural economy.

He called for a disciplined, service-oriented, and proactive two-tier local government that serves residents and businesses. PM Hung expressed confidence that the province would become a dynamic engine of growth and a modern industrial and service hub with a thriving marine economy, contributing to the country’s development.
