Speaking at the 2026 Prime Minister’s Dialogue with Vietnamese Youth in Hanoi on Thursday, the Prime Minister praised the sense of responsibility, intellectual capacity and aspirations of Vietnamese youth, urging them to take the initiative in tackling major challenges facing ministries, sectors and localities. These include developing energy-saving solutions, accelerating the green energy transition and applying technology to increase the value of exports.

He called for mechanisms enabling talented young scientists and engineers to propose, develop and lead projects involving strategic technologies and products. He also stressed the need for policies to develop a high-quality young workforce in emerging fields, including artificial intelligence, aerospace and nuclear energy.

The Prime Minister assigned the Ministry of Home Affairs to translate the Party Central Committee’s Conclusion No. 105 on attracting and utilising talent into concrete measures, including stronger policies to increase the proportion of capable young leaders and managers across the political system.

The Ministry of Science and Technology was tasked with issuing a list of strategic technologies and products for which young scientists and start-ups could be commissioned to develop solutions. Meanwhile, the Ministry of Finance was asked to explore ways to unlock and diversify funding for youth entrepreneurship and improve support policies as part of the revision of the Law on Support for Small and Medium-sized Enterprises.
