The resolution on overseas Vietnamese affairs was signed by Party General Secretary and State President To Lam on behalf of the Politburo (Resolution No. 23-NQ/TW, dated August 2, 2026).
It replaces Resolution No. 36-NQ/TW of March 26, 2004, as well as subsequent directives issued by the Politburo and the Secretariat concerning overseas Vietnamese affairs.
The resolution describes the overseas Vietnamese community as a vital bridge linking Vietnam with the world and as a direct contributor to national development and defense.
It emphasizes that, in the new era, overseas Vietnamese affairs should move beyond outreach, mobilization, and community support toward a more proactive approach based on partnership, enabling policies, and resource mobilization. The goal is to create favorable conditions for overseas Vietnamese to play a greater role in Vietnam’s international integration and national development.
