At the committee's first meeting following its organizational restructuring, held in Hanoi on Thursday, the Prime Minister stressed the need for stronger coordination across all four programs to create a unified development momentum, particularly for disadvantaged areas, rural and mountainous regions, and ethnic minority communities.

He called for full disbursement of the central government budget allocated for 2026, including 680 million USD carried over from the 2021–2025 period for three national target programs.

Prime Minister Hung also emphasized that integrating the National Target Programs must be carried out in a substantive, results-oriented manner.

He said: "The new National Target Program must be integrated based on clearly defined objectives for each component, including new-style rural development, sustainable poverty reduction, ethnic minority development, culture, education, and healthcare. Overlapping objectives should be consolidated, while areas requiring detailed implementation should remain separate. Ministries will continue to supervise the tasks under their respective responsibilities."

The Prime Minister asked ministries and agencies to finalize the medium-term capital allocation plan for 2026–2030 by the end of July.

He requested the Ministry of Finance to complete the draft report and documentation for the new integrated National Target Program before July 25 to submit to the Prime Minister, the Steering Committee, and the National Assembly for approval later this year.
