The Prime Minister was speaking at a conference in Hanoi on Thursday to review the Public Security Force's performance in the first six months of 2026 and one year of operating the newly restructured two-tier local public security system aligned with Vietnam's revised administrative boundaries.

The PM called on the force to continue taking the lead in translating the Party's guidelines and strategies into concrete actions and results, to review and recommend reforms to close loopholes in legal and policy frameworks, to remove institutional bottlenecks, and to unlock resources to achieve Vietnam's goal of double-digit growth.

The Prime Minister stressed that the Public Security Force must improve strategic forecasting to anticipate emerging trends, strategic shifts and changes.

"The Public Security Force must identify new trends, shifts and strategic changes. It should not only warn of risks but also propose policies, solutions and response measures to prevent them proactively. This is especially important for strategic issues related to national development, foreign policies aimed at attracting resources, including foreign investment, energy security such as fuel and electricity supply, the efficient use of public investment, and accelerating the resolution of stalled projects to unlock resources," said PM Hung.

Mr. Hung asked the Ministry of Public Security to strengthen the national economic security shield and national cyber firewall, while prioritizing the development of core, strategic and dual-use technologies for national security. He called for greater investment in cybersecurity infrastructure, information security and unmanned systems.
