Highlighting Quang Ninh’s strategic role in national defense, security and foreign affairs, Mr. Lam stressed that the establishment of the centrally-governed city is not simply a change in name or organizational model.
“It is about creating a qualitative transformation. Governance must become more modern, the economy greener, infrastructure more integrated, culture more highly valued, and people’s lives better. Quang Ninh must become a modern, green and smart city rich in cultural identity; a dynamic growth pole in the North; and a center for the marine economy, tourism, services and high-tech industry.”
The Party leader and President urged Quang Ninh to become a peaceful, stable, cooperative and internationally integrated locality; and a place that is worth living in, worth visiting, worth investing in and worth being proud of.
To realize this vision, he called on Quang Ninh to modernize the coal industry with a greater focus on safety, resource efficiency and environmental sustainability; develop processing and manufacturing, high-tech industries, clean energy, logistics and high-value-added services; and promote the digital economy, data economy, artificial intelligence and innovation. He also called for the development of a startup ecosystem and efforts to attract talent and strategic investors.
At the ceremony, Party leader and President Lam conferred the First-Class Labor Order on Quang Ninh authorities and people.
The resolution on the establishment of Quang Ninh City will take effect next Tuesday.
