The Unification White Paper outlines three core principles: “respecting the North's political system”, “not pursuing the absorption of the North”, and “refraining from hostile acts”. It has also established an overarching policy of peaceful coexistence and joint growth on the Korean Peninsula.

The document explicitly introduces the concept of "peaceful two-state relations" for the first time, reflecting the reality that RoK and DPRK exist as two de facto states, “while still aiming for unification," the ministry said.

As part of efforts to ease military tensions and restore trust, the ministry cited the administration’s decision to halt anti-North leaflet campaigns and loudspeaker broadcasts along the border. The paper also includes plans to revive the September 19 inter-Korean military agreement, signed by former President Moon Jae-in and leader Kim Jong-un in 2018.
