PM Hung presided the first thematic meeting of the Central Steering Committee on Science, Technology, Innovation, and Digital Transformation held on Monday following its consolidation by the Politburo.

2026 marks the first year of implementing the Resolution of the 14th National Congress of the Communist Party of Vietnam, which targets a growth rate of 10% or higher. In the first six months of the year, national GDP grew by 8.18%. Efforts must be made to achieve a growth rate of 11.9% in the second half of the year to meet the full-year target, the Prime Minister pointed out.

“The only path forward is to boost labor productivity—a goal achievable solely through science and technology, innovation, and digital transformation. Resolution 57 sets a target for the digital economy to account for at least 30% of GDP and for Total Factor Productivity (TFP) to contribute over 55% to economic growth by 2030.”

The Prime Minister noted that nearly two years into the implementation of Resolution 57, key institutional bottlenecks have been cleared, a list of strategic technologies has been issued, and significant progress has been made in digital infrastructure, data systems, and online public services. However, the most significant remaining challenge lies in implementation capacity and the accountability of individual agencies, units, and their leaders.

The Prime Minister directed that ministries and sectors act as "commanders" within the value chain; localities select products based on their practical advantages; enterprises play a central role in commercialization; research institutes and universities conduct research based on specific orders; and the State focuses on creating the necessary institutions and infrastructure while establishing mechanisms for controlled risk-taking to ensure the set growth targets are met.
