Working with the Government in Hanoi on Tuesday on social security policies, particularly for vulnerable groups, he said the effectiveness of social policies should be measured not only by financial assistance but also by improvements in health, education, human resource quality, social stability, and public trust.
He stressed the need to ensure universal coverage while prioritizing resources for those most in need of protection, including children, elderly people without pensions, persons with disabilities, the poor, and ethnic minorities.
The Party leader and President said the Government should urgently build a national social security database linked with population, insurance, tax, employment, healthcare, education, housing and disaster-management data, while ensuring security, safety and privacy.
“Every citizen should have a lifelong social security profile, and every household should be comprehensively assessed in terms of its circumstances and support needs. Social assistance policies must be reformed,” he noted.
The Party leader said Vietnam aims to establish by 2030 a fundamentally multi-layered, inclusive, and digitalized social security system. By 2045, the system should meet the standards of developed, high-income countries, providing high-quality services, sustainable financing, transparent governance, and the capacity to respond rapidly to emerging risks.
