(VOVworld) – Topping Thursday’s discussion at the 5th session of the 13th National Assembly was the consensus reached by numerous deputies for a quick issuance of a law on Natural Disaster Prevention and Mitigation.

The draft law stipulates that the government encourages insurance companies to provide natural disaster insurance, supports investors in catastrophe-prone areas and lessens corporate income tax on business’s disaster aid. Deputies said this will help mobilize more social resources in disaster prevention. They also stressed the importance of international cooperation in this field. Deputy Huynh Minh Hoang from the southern province of Bac Lieu said: "The draft law includes a chapter on international cooperation to cope with natural disasters. This is necessary because experiences learned from other countries in managing natural disasters and coordinating different resources will strengthen Vietnam’s resilience capability. Vietnam needs to be actively involved in regional and global efforts against natural disasters".

Deputies suggested that the law prohibit the destruction of watershed and protective forests and sand exploitation and clarify the responsibility of disaster forecasting agencies. Some proposed that scenarios of climate change and rising seawaters be incorporated with socio-economic development plans to ensure sustainable growth.

In the afternoon, National Assembly deputies discussed in groups revisions to the Law on Thrift Practice and Wastefulness Prevention. Members of the drafting committee said the amendments aim to clarify infringements and remedies. Deputies said the law has a comprehensive scope of application but requires further clearance in measures to correct wastefulness consequences. Deputy Le Thanh Van from Hai Phong city says:“We need to combine administrative and coercive measures when it comes to wastefulness of state resources and assets. Communications must be promoted to improve public awareness on the issue.”

On Friday, deputies will listen to a report by the National Assembly Standing Committee on the implementation of the law in regards to government bonds in capital construction.
