Addressing the ceremony, Party General Secretary and State President To Lam stressed the need to make the comprehensive development of the Bac Hung Hai system part of a broader strategy to ensure water security, protect the environment, and promote sustainable development in the Red River Delta.
He called for the full use of the system’s potential, linking irrigation infrastructure development with urban development, ecological agriculture, services, tourism, and the preservation of cultural and historical heritage.
Mr. Lam said Bac Hung Hai should be viewed not merely as an irrigation system, but as a development space with significant economic, ecological, scenic, cultural, and historical value.
