In his closing remarks at the third plenum of the 14th Party Central Committee on Friday, Mr. Lam said the success of these decisions must be measured by tangible outcomes, including the removal of bottlenecks, the creation of new growth drivers, smoother government operations, the unlocking of resources, higher productivity and competitiveness, stronger national security, and greater benefits for the people.
“We must clearly identify priorities, determine the proper sequence of actions, and focus on breakthrough areas that require concentrated efforts. Top priority must be given to fundamental tasks with strong driving and spillover effects. New, difficult, and unprecedented issues should be carefully studied and, when necessary, piloted under controlled conditions. Key bottlenecks must be resolved to pave the way for the implementation of other tasks,” he said.
The Party leader and President stressed that all decisions of the Party Central Committee must be carried out under the Party’s unified and consistent leadership. Responsibilities should be clearly assigned among the central, provincial, and commune levels to ensure smooth operations, close coordination, and effective interaction across all three tiers of government.
“The central level should focus on strategic direction, institutional development, building shared platforms, allocating major resources, and overseeing implementation. Provincial authorities must continue to reform their leadership and governance methods, translate Party guidelines into concrete actions, organize development space, coordinate resources, create favorable conditions for communes, and take responsibility for overall results. The commune level serves as the frontline of public administration, directly implementing policies, serving the people, and addressing issues arising from the practical needs of citizens and businesses,” he said.
Mr. Lam noted that the implementation capacity of commune authorities and the satisfaction of citizens and businesses are the true measures of the effectiveness of the entire system.
He called for every Party decision to be translated into specific programs and action plans, stressing the urgent need to turn the speed of policy issuance into the speed of implementation and political determination into measurable results.
