The lecture was addressed to participants of the training program for members of the 14th Party Central Committee (second cohort) at the Ho Chi Minh National Academy of Politics in Hanoi. The course is organized by the Party Central Committee’s Commission for Organization in coordination with the academy this week, bringing together 95 participants.

The lecture revolved around four key pillars: a centennial vision, breakthrough thinking, fostering development, and implementation governance. The associated action framework comprises correct perception, long-term foresight, precise choices, creating sufficient conditions, organizing implementation, and oversight and adjustment.

Emphasizing the concept of the "new era" and the imperative to maintain stability while facilitating development amidst volatility, General Secretary and President Lam highlighted a distinctive shift in development thinking: integrating development, stability, and national defense into a unified whole. Development generates resources for stability; stability creates an environment for continued reform and growth; and national defense requires proactive measures—addressing issues early and from afar throughout the development process.

Strategic autonomy does not mean isolation; rather, it entails enhancing the capacity for self-determination, self-reliance, and adaptability, while leveraging internal strengths, proactively integrating globally, and combining national strength with the strength of the times, the top leader said.

The General Secretary and President emphasized five key messages. Long-term vision must guide today's decisions; stability and development must reinforce one another; breakthroughs begin with the right choices; facilitating development requires unlocking the resources and creativity of the entire society; and the effectiveness of governance and implementation serves as the ultimate test of leadership capacity.

In concluding his remarks, General Secretary and President Lam said grand aspirations must be realized through a sound vision, well-founded decisions, and responsible action. Every achievement today must build the capacity for the nation to advance further and more securely. The new era demands far-sighted thinking, correct decision-making, and effective action.

He added that with steadfastness, wisdom, solidarity, a spirit of innovation, and unwavering responsibility, we are determined to build a peaceful, independent, democratic, wealthy, prosperous, civilized, and happy Vietnam that steadily advances toward socialism.
